It is a maximum-load measure, not a measure of total annual electricity sales.

The grid must be prepared for the peak

A utility may deliver electricity across all 8,760 hours of a normal year, but generation, transmission, distribution, and purchased-power arrangements must be able to support periods when demand is highest.
