It is a service-quality loss measure, not an operating ratio.

Freight handling creates damage risk

LTL shipments can be handled multiple times as freight moves through local terminals, breakbulk facilities, and linehaul networks.

Damage performance can therefore reflect:

  • loading practices;
  • dock processes;
  • freight rehandling;
  • employee training;
  • equipment condition;
  • packaging quality; and
  • network congestion.

Old Dominion and XPO both publicly discuss cargo or damage claims ratios as service-quality indicators.

Lower is generally better on a consistent definition

Old Dominion reported a cargo claims ratio of 0.1% during the third quarter and first nine months of 2025.

XPO reported a damage claims ratio of 0.3% for 2025, improved materially from earlier years.

Those percentages should not be assumed perfectly comparable because carriers can define the numerator and denominator differently.

Claims performance can support yield and retention

Better freight handling can reduce direct claims expense and can also support customer retention, premium service positioning, and pricing discipline.

That makes cargo claims ratio useful alongside on-time service, revenue per hundredweight, and operating ratio.

  • Shipment volume and weight: When periods and definitions align, tonnage per day is approximately shipments per day multiplied by weight per shipment. Reading all three separates shipment-count demand from freight-weight mix.
  • Yield and operating efficiency: Revenue per hundredweight and revenue per shipment are complementary yield views. Operating ratio then shows operating expense relative to operating revenue, with lower generally better on a consistent basis.
  • Network capacity, service quality, and reinvestment: Service-center count and owned-service-center mix describe network footprint and control of terminal capacity, while average length of haul captures shipment-distance mix. On-time service rate and cargo claims ratio add service-quality outcomes, and capital expenditures show reinvestment in real estate, tractors, trailers, technology, and other network assets. These issuer-defined measures add capacity and service context rather than forming a standardized cross-company formula.
