Why it matters

Cost-reimbursable contracts generally transfer less cost risk to the contractor than fixed-price work, although fees and profitability can still depend on cost, schedule, and technical performance.

Investor caution

Cost-reimbursable does not mean risk-free or cost-insensitive. Allowability rules, funding ceilings, performance fees, program cancellation, and execution can still affect economics.
