Using the disclosed lower bound, 250 divided by 11 is about 22.7 locations per country.

That is only a scale check. Copart's network is not evenly distributed across countries, and locations differ substantially in size and throughput.

Country count is not geographic revenue mix

Copart reported 83% U.S. and 17% international revenue mix. Eleven operating countries do not imply that each country contributes an equal share of the 17% international bucket.
